Where to start, never been a forum guy; bio been playing since closed beta, chromosome tanker (hang with the best of them) uprising scout (found a new meaning to K/Dr). Been following dust since 2008, played eve for years (snuffbox, welcome to snuff town), and read few eve lore books (letters from penthouse are better).
Now down to business, Ill first start by staying hat off to CCP this is not a easy game to balance, eve took years. Many reason like some of you know is the level of customization. ItGÇÖs a double sword one side is great to have freedom, the other it is exploited /abused FOLOGI.
In my opinion, it starts with modules and ends racial bonuses, which enable a DS to become a different role/job other than the DS intent. A logi came become a better assault, a scout gal can tank like an assault, assault can become a better scout, and a logi can be made into scout, tank, assault. Then someone will QQ and call it OP.
Now IGÇÖm all about freedom of customization, but there should be some mirco managing to keep the integrity of the DS intent. So we donGÇÖt see 700 to 900HP scouts that you canGÇÖt see running around with rail rifles or slayer logi abusing 8 high/low slots. Now how do we force players into playing their DS role without taking away freedom? Complete change in racial bonuses into only making mods better and add more bonuses. I believe this would enable players to utilize the DS intent and build around it.
Example scout bonuses should like something like this: Gal 10% to dampers, 5 % to scan mods , 2% biometric mods. Then Cal 10% to scan, 5% to damper, 2% to bio mods. Min 10% bio, 5% hacking, 2 % damper. Amr 10% bio, 5% damper, 2% hacking. Assault could have bonuses to armor reps mods , shield reps mods give them resistance module to use Logis multiple bonuses to equipment mods not just one Heavies could have armor plating, shield plates mods
Going with all this high and low may need to change a bit. As a scout I did not care about another high/low slot I wanted better cpu/pg and to have all around better bonuses to stealth, legs and eyes on the battle field. All this is just an idea to help bring more balance to drop suits, I do think 1.8 is on the right track somewhat. I wrote this because I know where going to see QQ about new changes 1.8 to DS. Manly Gal scout will 900 HP.
