Proto shield extenders use 54CPU and 11 PG. Proto armor plates use 30 CPU and 12 PG. Shields are about being CPU intensive and easy on PG, and Plates are easy on CPU and heavy on PG.
So let's reduce shield PG to help out shield tankers. I'll leave exact numbers up to CCP.
Best PVE idea I've seen.

I'd wager it should be the opposite considering that they are called High Power and Low Power slots, after all.

Eh, no, he's not wrong there. It's just the way it is. CPU is considered as high power as it's the transfer of electricity, or rather; DC and AC currents. PG is Powergrid, and they have nicknamed it as engineering, so that's low power considering it follows along the lines of gears, and mechanics. But yeah, I have no idea why they would have 11 PG...raelly, it's just a feild of energy that surrounds the body, doesn't take much engineering in a imaginary sense seeing as how, compared to plates, it should only take up a small section of your suits backpack. The same could be applied to the Ferroscales, and Reactives(A little more PG cost for Ferroscales, a little more CPU cost for Reactives Edit: of course, lowered CPU costs for Ferroscales, and lowered PG costs for Reactives)

PGis measured in kW(Kilowatts), and is the amount of electrical power something uses. CPU is measured in gF(gigaflops), and is the amount of processing power something uses.
"Engineering" refers to the power source of the suit, or the Engine... these engines are different depending on the suit and which race made it.
Our "High Power" power slots are actually Medium Power slot but renamed for some reason. In EvE, high power slots are for weapons, launchers, and tools. While Mid Slots are for shields, webs, and other such utilities. Low Power slot in EvE at for things like Armor, so at leas those are right.
Also, it makes a lot of sense that Shields use a lot of CPU if you know how shields work. A shield can't provide protection from all angles or directions at the same time, and it has to adjust itself depending on incoming fire, so they have to have high powered sensors and a lot of processing power to adjust the shield frequency on the fly and optimize protection for each individual round/explosion. It isn't just a "field" that surrounds the body, its more of a single point that intercepts incoming rounds and adjusts it angle and frequency to block as much of the round as possible.
