Say that your squad really wants to hold down "B." Simply send a scout or two to B and have them wait. Now you've put fear into those players which if playing in a squad, they will relay that there are cloaked scouts defending B. Suddenly you will have players that may be "too afraid" to enter that objective and it will be effectively locked down.
Yes, I know scouts currently can do this by simply being dampened enough not to show on RADAR and it's terrifying when you're suddenly dead to something that you didn't even see, but cloaks will make this tactic even more frightening and effective.

Now the tactic I described above will bring about a positive change for scouts in another way, they'll actually be needed by teams/squads.
Let's say a squad has set up the scenario I've described above where they are camping an objective watching their passive scans before they cloak. The enemy team now knows from being blown to bits that they're in there but doesn't know how to approach the situation. CALSCOUT I CHOOSE YOU! Unless one of the scouts lying in wait is a calscout themself, the calscout the enemy is sending in "shouldn't" appear on the ambush scouts' passive scans. The attacking calscout "should" be able to see the two ambush uncloaked scouts on its passive scan (remember they haven't cloaked because they haven't seen anyone on their passive.) Calscout now knows where they are, cloaks, and heads in to eliminate two uncloaked scouts trying to "ambush" anyone who tries to take the objective. All clear.

Scouts are going to be used now imo to start doing what their role suggests and scouting out for enemies but mostly other scouts. People will be aware that in their medium or heavy frames, their RADAR will simply not be capable of scanning down scout suits and thus will send their own scouts to assess a situation first before the cavalry arrives so to speak.

The total additions to 1.8 across all suits will create emergent gameplay opportunities. I also think you may start to see the narrow band of PC quality builds expand significantly as a result.
To your point, I think team tactics are going to shift significantly with the scouts coming into their own...about time.
