You can fit a heavy with all proto mods without any effort.
The min assault and min scout are crazy hard to fit. I've got my fitting skills maxed and you end up with a lot of standard and advanced modules to fit these suits. The min scout seems easier to fit than before (throwing a fitting mod in the extra low slot).
I'm playing with 1.8 fits in protofits.com and so far on the Min Assault.
5x Complex Shield Extenders 1x Complex Shield Regulator 1x Complex Cardiac Regulator
1x EXO Mass Driver (ADV) 1x Toxin SMG (Basic) 1x Flux Grenade (Basic)
I'm 2 PG over (even if I take my MD fitting opt to L5 I'll be one short)
By comparison the Min Heavy....
2x Complex Shield Extenders 1x Complex Shield Energizer
1x Complex Kinetic Catalyzer 1x Complex Cardiac Regulator
1x Boundless HMG 1x Kaalakiota Magsec SMG 1x Allotek Flux Grenade
I have 71 remaining CPU and 12 remaining PG

The assault has 7 slots and a equipment slot.
The heavy has 5 slots and no equipment slot.
I don't think any suit should be able to fit all Proto mods be weapons, but I also don't think it's fair to compare a heavy to a assault suit.
Edit:Also, are you factoring in the new fitting bonus all assault suits are getting?

I don't see how it makes any difference what type of suit it is.
The CPU/PG just needs to be adjusted. With max fitting skills you should be able to proto out any suit. Granted not every combination should work, but needing to put 2 basic and an ADV on a proto suit is crazy.

One of the biggest things i'm looking forward to in 1.8 is the extra CPU/PG so i can actually fit things on my scout suit. It's ridiculous how hard it is currently.

I don't think every suit should be able to fit full Proto. It means you don't have to make any type of sacrifice and just benefits the players with the most isk.
There are a lot of problems with CPU/PG across the boards. Some suits have too much while others have to little.
My Gallente assault shares the least CPU/PG with Caldari, except we have a fitting bonus. I still can not run all Proto mods and a Proto weapon. Even without all Proto mods, I still have to a std granade, std sidearm and a compact hive.

Maxing out your core fitting skills helps with the Minmatar Scout. Occasionally, I still have trouble getting everything I want in though. |

I think it's a bit messed a Heavy can get proto everything so easily. With my cal assault suit i almost always hit CPU issues (with maxed skills) and could never proto everything. One issue with minmitar is that the PG costs on Complex Shield extenders is way to steep, it should be CPU heavy not CPU and PG especially if you compare to the armour plate costs.
For whatever reason (EVE?) lots of people hate dual tanking but the basic armour plate is the best bang for CPU/PG cost out there and probably why so many people us it.

I think i might actually try the ferroscale (yikes i know) on my gal scout in 1.8. Assuming i have spare CPU/PG the 75 with no speed penalty versus the 85 with 2% might be worth it for one slot.

Why do you think its intended to run 5 Extenders ?
Did you also hit a CPU limit with that fit ?
I always saw the Min Assault running 2-3 extenders and then a mix of damage mods / recharger or energizer. - Not sure if that all fits in the requirement envelope but I thought thats how it would work.

A damage mod puts it okay with PG and one over on CPU.
There really isn't a combo that you can come up with that doesn't leave you feeling really short changed.

The Minmatar Scout also has the equivalent of 5 built in Complex Mods and 2.5 built in Basic Mods...

Do you really need 5 (c) extenders?! I'm sure 4 is fine. What do you propose should go in the 5th slot?
And did you read the rest of the post? Especially the one where you can fit a Min Heavy proto with ALL proto mods and have 71 CPU and 12 PG remaining?
