Im not a sniper but i suppose you are still using the same thing...
dmg mods is better thatn nothing and you can use your cloak thingy as an exit option

Alpha damage is crucial. The new and improved commando, with damage bonus, looks interesting. Especially with their improved speed over other heavies.
I spend quite some time near the enemy's red line. When they come out to get me, a cloak will be very useful. |

I see the Caldari commando suit becoming popular with snipers for the reload speed and +10% damage bonus with hybrid - rail weapons. 10% more damage is equal to two complex damage mods in 1.8 so that's pretty nice. At PRO level the Caldari commando has 3 highs; 2 damage mods and shield extender.

I'd like to advertise an "active" sniping approach. No sitting around in a heavy on a distant mountain (this is boring anyway).
I'll experiment with a light suit, using a TacSR + Magsec primarily I guess, for a Spot-Shoot-Relocate tactic in the periphery of the hotspots, then maybe darting in for a hack or a quick Magsec kill with the Cloaking device.
What modules exactly? Really can't tell yet. Shields and armor could prove useful, if you want to go in to flank and distract, harass the enemy. Secondary dmg+ could prove useful for the powerful sidearm. I really think that the SR is the sidearm in this regard, more used for planning your route into (and out of) the fray to play a needle-strike role. I think the SR is best used to prepare some other finishing move and to assist CQC kills.
What equipment exactly? The cloak can be useful in a variety of situations but could prove difficult to fit in, if you're going for high damage output. An uplink to set into the flank of the enemy, then guarding it from a far could be pretty sweet. An active scanner could help planning your routes and making sure it is save to hack, or the enemy is not looking in your direction if you want to go in (which you should do frequently).
I think the Sniper will have to get rid of the notion that he can be a Mini-RG Redline Tank, and collect kills from the comfort of his armchair, sipping his brandy. |

I figure I'll sit back in the redline and avoid any contact, camp a spot that's known for terrain glitching, use a rifle with no falloff, make sure not to hack anything or put myself at an angle that would be advantageous against would-be hackers, and claim that I'm the most helpful person on my team.

Sniping really is just a secondary role for clearing off annoying people from roof tops. I keep an assault fit with sniper rifle and assault SMG so I don't have to hide in the red line. Sure, it's a little weaker due to some damage modules but at least I can engage at close range.

You'll still be able to easily snipe anything that's not a heavy or maybe a caldari assault that's shield tanking.

If i can get kills easy enough now with a basic tactical sniperrifle with no proficancy and only one damage mod then any proto sniper should be just fine

I doubt I will snipe but if I do decide to, I will probably do it with a Caldari Scout while being cloaked and holding a Thales.

i'll still farm scrubs when i'm bored, but i'll never touch this in any way shape or form in a serious match.
all the changes really mean is proto bears become alot more safe, while militia scrubs get farmed more, the rifle stays useless and if possible becomes more useless.

And does anyone actually expect a cloak to help them snipe? You do know that it's deactivated when you swap to a weapon, right? You do know that the smallest cool off is 30 seconds, right? So, are you all suggesting that you're going to wait at least 30 second between shots? I'm betting that cloaks are going to be a let down in general, and I am certain they will not increase the viability of sniping in 1.8.
After reviewing the dropsuit charts, I am almost certain that for sniping, I'll stick to the Amarr logi suit. Its 3 high slots will grant a 12.69% damage bonus with 3 complex damage mods, with another 15% from SR proficiency 5, for a total damage output increase of about 29.60% (eg, base damage = 100 * 1.1269 = 112.69 * 1.15 = 129.60). For comparison, 4 complex damage mods (possible with the Caldari and Minmatar logi frames) gives you an increase of 31.42% (eg, base damage = 100 * 1.1428 = 114.28 * 1.15 = 131.422; the 5th mod would only add another .53%, ie, it's pretty worthless).
Here's some math for shields vs. armor, using a charge SR:
Amarr logi, 3 complex damage mods Base damage = 321.9 Shields math: 321.9 * 1.296* .9 (90% vs shields) = 375.46 * 1.75 (headshot bonus) = 657.1 Armor math: 321.9 * 1.296 * 1.1 (110% vs armor) = 458.9 * 1.75 (headshot bonus) = 803.08
So, you can expect to do between 375 and 459 body damage, between 657 and 803 headshot damage, with this setup.
Caldari/Minnie logi, 4 complex damage mods Base damage = 321.9 Shields math: 321.9 * 1.31422 * .9 (90% vs shields) = 380.74 * 1.75 (headshot bonus) = 666.30 Armor math: 321.9 * 1.31422 * 1.1 (110% vs armor) = 465.35 * 1.75 (headshot bonus) = 814.37
You can expect to do between 381 and 465 body damage, between 666 and 814 headshot damage, with this one.
IMO, the approximately 1.5% damage output increase between the 3 complex damage mods vs 4 is not worth the loss of a sidearm. For this reason, I think the Amarr logi suit will continue to be the best suit for sniping. With an advanced+ armor repper and three complex plates, this suit tanks over 800 EHP, has a sidearm, grenades, and three equipment slots. The only thing it can't tank are charge/Thales headshots from a maxed out Caldari commando sniper stacking damage mods, and a direct hit from an FG (but that's true of 95% of fittings anyway).
I'll take extra equipment and grenades over the slow, explosive-less commando suit any day.
My other dropsuit is a Python.

The cloak is indeed viable for when you are being counter-sniped. Just switch out to that cloak and chances are if they're not using a Tactical SR, you'll escape with your clone's life.
Unfortunately it will probably be a hindrance to anything that's not a Scout, because you'll need those low slots for proto dampeners, not CPU/PG upgrades for the cloak.
Also I can see a proper Caldari Commando doing well, but the damage bonus has its drawbacks. You're only gonna need one damage mod because if you don't have those two shield extenders you're not gonna survive a countersnipe. If you're using a Thale's I'd definitely forego the damage mod altogether and stack 3 extenders, and possibly even an armor plate.
