Quote: The second change we made is to the weapon proficiency skills. At the moment, they give a flat bonus to damage with a specific weapon. With Uprising 1.8 these bonuses are being changed, and will only give a bonus to attacking either shields or armor. This applies to all weapons other than the Nova Knife (which retains the damage bonus). HereGÇÖs the breakdown of the new bonuses:
Bonus to damage against shields: Plasma Cannon, Scrambler Pistol, Assault Rifle, Shotgun, Scrambler Rifle, Laser Rifle, Ion Pistol Bonus to damage against armor: Rail Rifle, Swarm Launcher, Submachine Gun, Sniper Rifle, Magsec SMG, Heavy Machine Gun, Forge Gun, Flaylock Pistol, Combat Rifle, Bolt Pistol, Mass Driver
Ok so while all the other weapon damage increases by tier the laser rifle stays at 17 damage the only thing that improves is heat cost and the only way the laser rifles over all damage increases was the Proficiency skill and now you take that away i dont see any reason why it wasnt excluded with the nova knife.
Quote:The Laser Rifle received an increase to its effective range; a stronger zoom when scoped; and increased damage at short ranges. Additionally, the Advanced and Prototype Laser Rifles have both received reduced heat cost while firing.
with the laser rifle being included in the proficiency skill nerf your not increasing its base damage by tier? the rail rifle is out and the feedback damage isnt being reduced or removed from the laser rifle and scrambler rifle? really?
I could give you 10 reason why the Dust team cant get the Amarr tank style right but they are all out of care.

I'm actually really excited about it. It will finally be able to outrage the rifles, which is what it badly needed to compete. Yes it will be a chore to melt through heavy suits, but if you stack damage mods (yes I know they're weaker) and position yourself well, it should still get the job done. I also think they may be useful for finding cloaked scouts by sweeping an area.
Best PvE idea ever!

The reduction to heat costs is a direct buff to the LR's dps as the damage goes up the longer you fire. Less heat build up means you can fire longer and therefore do way more damage.

Do you even LR, bro? Reducing heat costs does increase damage with tiers. That's why the Amarr assault bonus works so well.
We don't have absolute numbers yet, but if they increase the optimal of the LR out to say 120m and it's not so narrow, it will work really well. RR will still be OP but, well. Caldari master race and all...

The laser rifle isn't a standard rifle. It's a special weapon, just like nova knives and shotguns
Sees prototompers...
Sees blueberries start to snipe...
Pulls out commando suit with laser rifle and swarm launcher...

Less heat build up means you can fire longer and therefore do way more damage. Actually, I'm pretty sure it's capped. So this is inaccurate. Damage does ramp up over time, but only to some threshold, and then it remains at max damage until you stop firing or overheat. This buff is really more like a boost to clip size, allowing you to sustain a lower DPS for longer, which is still very helpful and necessary given the TTK changes.
