Even without the cloaks the scouts will be hard to resist, especially for those who've in vested in core skills. Ultimately, it's a way to make the game feel less clunky. I support SP rollover.

Iv been playing a few games as scout and iv really enjoyed the insta kill novas and no being scanned down, and well... the stats do speak for themselves! Cloaks are highly overrated and as soon the FOTM chasers will realize that they will switch to sentinels / HAVS again...
