How the **** is Small Missile proficiency supposed to work?! I don't turn the turret, I turn the whole ******* Python.

They're useful for your gunners in any vehicle you can equip them in.
Obviously pointless if you exclusively fly solo Assault Dropships.

Don't bother for your ADS. Get your ammo capacity and reload speed up those are important.
We can pickle that.

The only benefit I see for the proficiency skill when flying solo is to get the fitting resource reduction from the following skill.

Meh, the skill that reduces the fitting cost of modules seems like it could do that job better.
25% of mods that altogether cost more than the turret > 15% of turret CPU/PG cost reduction.

You'll still need that fitting reduction if you want to run top-end gear. I have missile turret optimization five, and I find it extremely useful *shrug*
