Scrambler rifle only has the highest DPS if you use a turbo controller, otherwise that award goes to the combat rifle, and it is not even close. The combat rifle does 30% more damage per trigger pull. It also has a much better damage profile, and easier to fit, and no overheat, and a better scope.... Also, the Scrambler rifle has a good amount of DPS for 1.5-2 seconds, and from that point forward it has the lowest DPS of all rifles (hello overheating). I do age on the Ion pistol, especially versus the scrambler pistol. IT is woefully underpowered. While there is no better place to be wealthy than the Gallente Federation, there is no hell worse for the poor either.
