Specialized tank hulls should make a comeback. They should have no drawbacks compared to their standard counterparts, except a higher price, and get a race specific bonus to a turret(1 type of assault gallente HAV; 2 types of assault caldari HAVs). This way, like the dropsuits, tanks are encouraged to use specific turrets. (basically the Marauders need to come back.)
IE:
Falchion - 5% increased zoom/lvl, 5% reduced spool up time/lvl for railguns
Sagaris - 5% increased magazine size/lvl, 5% reduced missile spread during automatic fire/lvl for missiles
Surya - 5% increased heat capacity, 5% increased cooldown rate when overheated.
With these changes, HAV operation needs to be changed to [Best Race Here] HAV(3x) Operation with a follow-on skill: [Best Race Here] Assault HAV Operation(6x).
2. Right now tanks can be glass cannons and brick tanks. Back in Chrome, you could be on or the other. Sure, you could hit with 5000 Aplha damage from 600 meters away, but you also got one-shotted by anyone else with that build or an orbital. On the other hand, you could have constant hardeners and reps, but you definately wouldn't be able to dish out enough damage to kill another brick tank before he could run away. Glass cannons killed tanks. Brick tanks killed infantry. Infantry killed glass cannons. It was lovely. Best way to do this is give 3 tiers of tanks (suprise)
[70k isk] Mlt - 2 complex modules and STD turret max
[130k isk] Basic HAV - barely enough fitting capacity to have 3 complex modules and a STD turret
[300k isk] Enhanced -barely enough for 4 complex mods and a ADV turret
[800k isk] Proto - 5 complex, easy AND a proto turret [basically the same tanks we have now.
Slots stay the same but only fitting capacity changes with tiers.
Assault HAV prices (MLT Assault HAV doesnt exist) will be 1.5x what the boring hulls cost.

Buff AV. All of it. A wiki swarm should 2hk a soma and a wiki forge should OHK a sica. (hardeners off in both cases)
4.
Make railgun spool before EVERY shot.
