With the terrible NPE, shouldn't people be concerned when a dedicated player leaves?

Pretty much tradition.
Way back in the early days of New Eden, complainants would etch their final words into the wall of the cave and the rest of the tribe would compete to claim the possessions.

Because of F*ck you got mine. As for NPE not my problem looking after the growth of the game it is CCP's job to do that. Im just here to play a video game and ISK helps make it easier.

Because no one believes they are really quitting. Generally if you are going to quit a game you just do it, you don't go on the official forums and let everyone know.

This is a big part of it. If people were actually quitting, they wouldn't hang onto their ISK. But they always do, pretty much.
Also, usually people have stupid reasons for quitting. "Can I have your ISK?" is dismissive of their reason for supposedly quitting, and indicating we'd rather have their money than their stupid posts. ;)
Quitting posts don't matter, they're people trying to make a bigger deal of "well, I'm going to go try other games now". People come, people go. Nobody needs to make a thread to announce they're going. No individual player is God's gift to the devs.
