It just fires too quickly.
It's like a powerful tank shell, HARD hitting, but takes a while to reload.
CCP got the hard hitting part right.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I find the rapid fire of the rail to be the more pressing issue as well, the alpha strike usually isn't enough to one shot anything but infantry.

That's exactly the point.
It doesn't one shot anything, but it damages hard whatever it hits.
The rapid fire allows it to hit hard constantly.

well, i think the particle cannons are fine, but the railguns are OP for their price....when combined with the damage mod. a nerf of about 100 DMG on each tier would go a long way considering the 3 stacked damage mods people fit.
