A number of reasons that all pertain to balance, for me. Granted, most of these are just speculation and I could very well be wrong (albeit I was -totally- right about the Rail Rifle before it was released and had a false sense of security when it was later changed).
1) Assault Rifle got nerfed into the dirt. The Assault Combat Rifle and Assault Scrambler Rifle both out-range and out-DPS it, with the ACR actually having lower fitting requirements. All of the AR variants got needlessly nerfed despite their not having any popular use for many, many builds.
2) Ion Pistol looks flimsy consider it overheats after a single charged shot, has less damage per round, less range and -more- fitting requirements than the Scrambler Pistol. I'd like to believe that the charged shot would make it awesome but the Scrambler Pistol already dishes out 300% - 400% more damage on a headshot so, there's that. Also there's the fact that it has a sharpshooter skill which reduces the dispersion and I can't help but wonder how much dispersion it's going to have with 20m optimal range...
3) SMG. The Magsec SMG out-ranges and out-DPSes it. 'nuff said about that.
4) Gallente Assault dispersion reduction. I'm a strong believer that having less dispersion isn't exactly something you (always) want in CQC fights and this pretty much stacks with the sharpshooter skill for other weapons. I'm in wait-and-see mode for this because they could have increased the dispersion on the AR to compensate but even that would be a bad move considering how hard it was nerfed.
5) Gallente Commando looks like a more shield-tanky Amarr Commando. The bonus to damage is nice but the slightly increased speed and 1HP armor repair/sec doesn't really offset the additional armor that the Amarr Commando has when they have the same slot layout. As previously mentioned the ASCR out-performs the AR anyway so you're not exactly losing anything when both are dishing out primarily shield damage from Proficiency skill bonuses.
6) AV vs Vehicle balance is getting hit pretty hard. Reduced grenades, weapon proficiency changes and the nerf to damage mods isn't doing this argument any favors and we're likely to see an imbalance if there wasn't already one.
Just to name a few that PERSONALLY affect me. Anyway, sorry for the long-winded post, I'm just very very wary of how this is going to progress and I'm not exactly optimistic. But, you know what they say - always gets worse before it gets better.
