From what I'm told, the battle academy was changed simply because people were using alts to go into the academy and farm the ISK generated from match payouts.
So as opposed to removing the NPE (which is what CCP effectively has done), I propose these changes:
1. Those Who Are Graduates, Remain Graduates
If one of your characters have graduated the battle academy, then any other characters on that Playstation Network ID may not access the Battle Academy on any of the characters.
2. ISK Remains Non-Transferable
This is simply to prevent people from "farming" ISK granted from the academy. Any ISK that is gained from match payouts while inside the Battle Academy may not be transferred to any character or entity, be it a Corporation or DUST 514 Character.
I also believe that ISK gained from payouts while in the battle should become tax-exempt
3. Gamemode Selection
This is self explanatory. If you are supposed to be training on how to play the game, why are you restricted to only one part of it?
4. No Factional Warfare
Why would people who haven't even passed the academy be accepted into a battle that determines the fate of an entire Faction?

Why would anyone need to farm ISK on an alt when they could easily do the same on their main?

No need for sp or money in Academy. Use starter fits only. Let's remember, the Academy is supposed to be a test play area for potential new players. Why do they need anything other than the starter fits and some money to buy some mil vehicles?
Make Academy available for about one hour to three hours worth of play time.
Make a testing area that is like an advanced Academy that is accessible anytime for testing stuff.
No reason, therefore, for militia anything to be used in any way other than to get a handle on a weapon or vehicle in that area.
Boom, militia tank spamGǪ GONE!

I like this idea. I would hope that the NPE would adapt and change so that every weapon had a militia variant to be used in the 'Academy' but once out of academy, sp should be invested to use said piece of eq/weapon.

I agree. I had to create an alt for a forum corp, and was forced to do NPE. I shouldn't have to go through it all again. Worse, it was obvious there were others who seem to do this full time.
I have had blueberries in pub matches with less battlefield awareness than that academy match...
