Its a close of region of Space in New Eden, or so we suspect, where a race known as the Jove live. The Jove are vastly technologically superior to the known races of New Eden and have intervened in Empie affairs on a number of occasions either directly as at the Battle of Vak Atioth, or by introducing new technology, as seen when the Jove introduced the capsule tech to the Caldari.
But as Jadek said its a region of space where the Devs supposedly reside and test things. Its unreachable in game....but somehow mapped on the Dust star map.

No the EVE gate is very easy to reach. It's in Amarr space in the Genesis Region.
A brief pilgrimage I recommend every EVE player make.
As far as I know lore wise, and I never looked into it...the EVE gate collapsed, cut us humans off from where ever we came from, and brought about our Dark Ages on our separate planets.
Its possible Sansha Kuvakei managed to reach that place, scans through incursion wormholes have shown massive Nation fleets blockading Jove stations.....but that was years ago.
