I would recommend taking a quick look at the skill changes HERE
They'll be coming out this month.
Personally for run and gun id use Caldari or Gallente.
Caldari see's further and more accuratly.
Gallente hides under the radar.

but def cal or gal scout is the way to go.
cal is like a walking radar station. gal is a stealth fighter. min is ninja amarr is olymic cross country runner

I would recommend Minmatar Scout then.
It has the speed needed to make good quick escapes while being shield heavier meaning that if you tank you won't be hindered in movement. One could argue that in 1.8 you might want to go Caldari Scout in that case but really I think you don't want tank more than you want movement.
The minmatar Scout has a balance of low slots and high slots meaning you can run kin cat, shield regulator (for reduction in shield delays), and damage mods + shields up high. Ultimately you would run faster, wait shorter, and kill quicker.
The minmatar scout has second highest stamina stats and highest movement stats. In 1.8 it's bonus will be replaced with speed hacking so I guess you could just make points even faster.
I'm not an expert on Minnows though so try contacting Lightning xVx, he is the scout-speed god embodiment.

I've just returned to the game and gone all out with stealth Gal scout. Run and gun requires using cover and ambush since your armour is paper compared to the other classes. I've yet to be detected by scan but I need to invest in flux grenades to help with high shield enemies. If you work with other scouts and assault suits you'll be able to finish off weakened enemies with ease. |

Run and gun would be Caldari with shield and range extenders or damage mods and range extenders. Invest SP into range amplification so you can actually use mods your passive scan. Otherwise you have to be within 20m, so expect to die a lot from enemies at 50-65m. If you die before running out of ammo, carry an active scanner and stack plates instead of range mods. Otherwise carry both varieties of hives or hive/RE. =D
Make it a priority to get your profile low. Once you do, you can begin deciding how much combat you want instead of always being hunted.
Today is the sort of day where the sun only comes up to humiliate you.

Im not a speed scout (and not a particularly great scout in general) - However, in my experience, scouting is less run and gun and more run to cover, watch for red dots on passive scan to turn around, run to cover closer, repeat a few times, watch blues and greens kill half the targets you were after, run in while the reds are distracted and mop up what is left.
Or guard an objective - see which entrance the red dots are coming through - set up RE trap and/or wait with shotgun/ScP primed for a headshot or two as they come in (watch out for the speed of the dot - a heavy or armour stacked logi probably means its best to use an RE).
Of course, if you're using RR/CR - just find an enemy in the distance not looking at you and fire at them.
Cal scout I imagine will be better at hide and seek/Cat and mouse type gameplay - Gal scout is more high risk/reward CQC/assassination type play.
Min scout is I can only imagine a combo of the two - though in 1.8 I imagine they will great for capping points and silently defending against any reds trying to hack back. However a Min with a Shotgun benefits from the higher base movement. I've seen some min scouts dart into the fray, stab someone and dart out - I'm pretty sure that is not exactly common though.
Amarr scout - Well if I was running Amarr scout Id hope to have some sort of cunning plan if I chose to run it.
With higher TTK in 1.8, run and gun scouts seem like they will be harder to run. On the plus side, 360 scans will be gone and make ambushes and flanks a lot easier whichever fit you run.

All scouts need to get their base biotic skill to V. It's like having a free kin cat on every suit you will ever use. Side benefits include access to lvl I Kin cats and Cardiac regulators that will help you save on much needed CPU.
Dampening is a must. you're going to want to be able to beat ADV scanners while uncloaked at the very least if you want to be effective. esp with the scanning boost to the Gal logi.
Demolitions: It's a personal preference but I run RE's on nearly all my scout fits.It makes guarding points and killing heavy frames a lot less stressful. LVL III is plenty
having Light weapons op, Side Arm ops, and Explosives to V isn't necessary but goes a long way to squeeze every last drop of CPU you can get your hands on. I goes with out saying that a high electronics lvl helps too.
Thr33 is the magic number.

If you really gonna go scout then join the "Scouts united" chat channel. Needless to say it's full of scouts that love to talk about anything scout. They also love to run full scout squads which are just F*****g scary.
