A straightforward proposal and concept. Make tanks more squad orientated.
Why?

First off, having multiple people needed to operate a tank will promote strategy. This is because you'll have multiple people strategically working together to perform a job that could make a significant impact on the outcome of a battle. Currently tanks could operate with only one person. Giving one person the ability to destroy vehicles, installations, and infantry while in a well-armored vehicle that is capable of speeds much greater than any infantry could sprint is overpowered.
Nerfing damage, speed, etc. won't do the trick. If we balance the powers by separating them, it will work. At the same time your promoting squad-play and teamwork. When you promote squad-play and teamwork by allowing more passengers into tanks that do crucial roles, you won't have a squad of tanks, but a tank squad.
With the above being said, you'll eliminate vehicle spam. Since 1 person can operate a tank, you could have 16 tanks in a team if there wasn't a vehicle limit. But if you increase the number of people needed to operate a tank efficiently to about 2, 3, or 4, you'll see much less tanks on the battlefield.
One person operating a tank is less efficient than if 2-4 people operated it. This is because these extra people could do actions while the others do other actions. You can have one person moving around while another is operating the main turret.
Tankers have greater rewards since there won't be as much other tanks reaping the same rewards another tank could have done. AVers will also have greater rewards since if they take out a tank, you'll have more kills and WPs.
Suggested Actions
1 soldier to control the tank's movement. 1 soldier to control the tank's main weapon. 1-2 soldiers to control the tank's other weapons.
I'm also proposing that the tank's main weapon be primarily used against vehicles, while the other weapons are used primarily against infantry. So if you want a tank that can move, take out vehicles and installations, and take out infantry, you need atleast 3-4 people.

A good idea taken too extreme. I'm all for having all large turrets be AV oriented, but having someone just move is boring, which is why we barely see any LAV teams running around. I guarantee there'd be more LAVs out if they could drive and shoot at the same time, probably more than we do tanks currently. Simply make large turrets all AV oriented, and have small turrets be better for infantry.
Best PVE idea I've seen.
