Ok CCP, risk equals ISK, and where there is ISK, there should be warfare. And where is a better place to do so? Null Sec.
The best place to make money is null sec, and one such method is Planetary interaction. By and large PI has zero risk in the production of commodities (Extraction from the POCOs can be very dangerous. Also PI is on planets... planets equal ground combat. My idea for how attacking PI installations is this:
Attacking Planets: When one wishes to attack a PI installation, the put up a contract for the installation and wait until somebody accepts it. The owner of the installation will not see that a contract has been put up for the installation until it has been accepted, which at that point has a certain amount of time to put up a contract to defend it and at their price for the mercenaries. The timers finish and the match begins. If no contract is put up to defend the installation, the match becomes a public match for the defenders, with preference towards higher skilled players getting into the match. While this may put the defenders at a significant disadvantage, it will prevent matches lacking defenders, and a punishment for the EVE toons who don't pay attention or are not playing the game anymore.
Deploying the MCC and Warbarge: Once the attack is ready to commence, the Warbarge must be deployed. The WB can either be deployed by players or by NPC corporations, such as the "Mercenary" NPC from missions or from other groups, possibly of the players choosing (If a capsuleer), meaning if one lives in Pure Blind and has good standing with Modrus Legion, they can hire Mordus to deploy the WB for a fee, that is reduced based on standings. For players deploying the WB, it must be placed inside a ship that can hold it, or it must be cyno'd in, and is deployed at an off grid location (For non-EVE players, that means other players cannot see it in space). The defenders have the same procedure, and will be done automatically by some NPC group (If the defender didn't put up a contract, the NPC corps will reduce the payment for the public match players from what they could earn if they won or a contract was put up). The WB can be deployed at any time before the match begins while the timer is up, and the attacking corps can have the choice of having it deployed by an NPC if they don't have the resources to do so, and will be forced to. The MCCs will be deployed from the WBs. MCCs can have bonuses, "Links" of Dust514 (In EVE, certain ships can be fitted with "Links" that boost a fleet abilities). These bonuses can be something like "reduced cost of HAVs" (ie ISK bonus) or like "X% increase to armor regeneration" (ie abilities bonus). NPC MCCs could have random bonuses or set types, or can even be selected by the attacking and defending corporations.
New ship idea, the "Orbital Destroyer": Add a new ship to EVE online, the "Orbital Destroyer" using the the Algos/Dragoon/Corax/Talwar hulls that do not currently have a T2 version (Sorry for the EVE jargon non dusties). This ship only has the ability to shoot at districts, and uses a "Siege Module". This module is activated at two times. The first time is when the ship is orbiting a district satellite, and receives defensive bonuses and cannot move away from the satellite. The ship also has a special "jump drive" ability that can move it to the friendly, off grid, warbarge in case it is attacked, and can only be used if the ship is attacked. The Siege module is cancelled, and the ship will try to align. The ship is designed to be very good at escaping but will be defenseless on its own, requiring escort or cynos to move it around safely (Again, sorry for the EVE jargon). Now here is where I'm dreaming a bit but I think this sounds EPIC.
OB Destroyer Part 2: If the defending side wins, a second battle happens... on the Warbarges. The defending WB warps (A short warp) to the attacking WB and attacks, warp scrams it (so it can't warp out), hits it with turrets (that players can operation?) and deploys boarding ships. The Attacking WB does the same, and a fight ensues with the Attacking WB trying to escape. On board of the two warbarges, there are different objectives. The Attackers are trying to board and destroy the Defenders warp scram module so it can escape, or if they so choose, destroy the Defending WB, although they are at a clone disadvantage. While the Defenders are trying to destroy the Attacks Ship all together, or possibly take it over. Destroying it can lead to loot drops, and capturing it means free WB. Now about the OB destroyer. The OB destroyer can deploy Fighter craft (Not of the same kind as ones for Capital ships in EVE), and can attack the opposing WB shields/armor/hull through this method. My thinking is this is one point in which EVE Valkyrie can be integrated. Before then, players can control Drones or have automated Drone craft, with the OBD (Orbital Bombardment Destroy) being able to carry 50 drones/fighters.
Other thoughts: There would need to be more maps, and by maps i mean Plasma/Lava/Storm/Oceanic/Gas/Barren maps, because temperate planets would not be sufficient for the scope that is needed. I would love to see a Kamino-esque map from Star Wars: Battlefront II. The game modes would have to be attack/defend, not all objectives are neutral, because that is stupid. Possibly, different maps can be based on what was attacked, like Command Center versus Spaceport PI facilities. New game modes would be welcome, like one where you steal PI commodities if available, or sabotage the PI facilities. Dust514 gear must be made on planets, temperate planets, and the merging of the two economies can begin! (Possibly having Dust514 players make their own gear first, then opening it up to Capsuleers) Also the blueprints for the OBD can be aquired from the LP store and sold to the EVE market.
These are just my ideas. I hope CCP loves me and makes my null conquest of planets dream come true
