Hello.
Factional Warfare should be a defining mechanic to DUST 514. Currently it is not. This proposal is here to address this.

A style of gameplay similar to Skirmish 1.0
The logical way of executing a Factional Warfare battle is having one team the true defenders, and the other team are attackers. This is essentially Skirmish 1.0, for those who remember this gamemode. The Defenders will not only have control of the objective(s), but the installations as well. They'll also be able to go straight to the battlefield while the attackers are in the warbarge. The defenders would be setting up defenses, equipment, positioning, etc. Defenders have the homefield advantage. On the attacker side, not much changes for them. They wait for deployment in the Warbarge, and go in for an attack. This would make fighting much more exciting, knowing that you're pushing back the defending team is a wonderful feeling. Such as holding your ground as the defending team.
Increase length of battles, making them feel more meaningful
Increasing the clone reserves and MCC health/resistance and/or decreasing damage done by null cannons will make 'battles' feel much more like real battles. Currently 150 clones, equates to deploying 150 soldiers. 150 soldiers is not a lot at all. Increasing clone reserves to 1,000+ would be good enough. No, this doesn't mean you have to stick around the entire fight. You may leave at any time, but you'll receive SP and ISK based on what you did while you were there.
Choose your battles
The factions would be able to start planetary fights. We would be able to choose which fight we want to fight. We would be able to go to a specific planet, and see what's going on. We'll see which district(s) are being fought over, and how many clones are left and the status of the MCC. We would then be able to decide if we want to fight there or not. This is much more immersive than the current system we have. This also makes more tactical deployments, a squad seeing that their faction is losing a battle may want to go and help them out. If you rather choose to go through the battlefinder, then you may do so. It'll try to find a suitable battle.
Players would be able to trigger district battles
If a squad decided to either retreat or launch a surprise attack, then they could be able to relocate to another district. It'll take time to relocate, but while they are, a match will be opened. The defenders will have time to gather an army and prepare for an attack. The time the attackers have to wait to arrive there is depended on the amount of defenders showing up for the fight. If no one is able to defend, the relocation will be aborted.

Districts reward resources, income, and/or bonuses to owner and players who fought for it
A reason to make players desire to hold a district is by rewarding them by holding it. This same concept can also make other players desire to attack another district. If a district produces resources than these resources could be injected into the market, lowering the price of the gear that is made with said resource in the system's market. This could only be done with Market 2.0 of course. The faction could also pay the mercenaries who fought for the district a small portion of the district's income every day.Districts could also provide the faction with boosts that aid the soldiers of that faction who are currently fighting on said planet. A list of ideas for bonuses are below.
-Increased Clone Reserves for all defending districts -Increase deployment speed -Increase relocation speed -Warbarge strikes -Drones
Factional ranks that give benefits
As you progress through FW you'll earn military promotions. Everyone would start off at E-1. Each military rank will give you an increased amount of authority and/or powers/benefits. Higher ranks would be able to command groups of planetary squads, and groups of those groups, and groups of those groups, and so on. They'll also be able to call in mortar strikes from one district to another district, or call in special OBs, call in drone aid, drone airstrikes, etc.
