Considering that 1.8 will make people consider using their high slots and low slots for other modules, I came up with some new modules that could help add diversity. If you have something to say about them, ring off in the comments. Some of these ideas I got off of IWS and Sgt. Kirk and probably a few others as well that I can't remember.
High Slots:
Heavy/Light/Sidearm Optimum Range Extender - Extends Optimum Range for weapon by percentages(5%, 10%, 15%) with a stacking penalty.
Rate of Fire Amplifier - Increases Rate of Fire while decreasing optimum range.
High Powered Armor Repair - For the cost of base shields, you can stack on armor repair in the high slots. The combination of shield penalties and the fact that you're using these Repair Modules in the high slots, greatly weakens your shield tanking potential. If I could immediately place a number for shield penalty it would be -30%.
Vertical Enhancement Modules - Essentially, modules that help you "jump" higher by a percentage. There's stacking penalties as well. It consumes a lot of CPU.
Movement Speed Enhancement - Modules that give you the ability to move around faster without having to sprint. It consumes a lot of CPU while also penalizing you for stacking.
Heavy/Light/Sidearm Stopping Power Enhancement - Essentially, the module adds on "stopping power" similar to the heavy's HMG's "stopping power" but at the cost of strafe speed when hip firing and aiming, as well as a cost of aiming speed when you're continuously firing.
Low Slots:
Ammo Extender - Extends maximum ammo by a percentage
Clip Extender - Extends clip size by a percentage
Recoil Dampener - Dampens Recoil while decreasing Rate of Fire.

On a serious note
Highslots:
RoF enhancer - increases weapon RoF Heat Sink - for Laser Weapons, increases heat cap. Sidearm/Light/Heavy Battery - Decreases charge up time for *charged weapon fire. Move Ferroscale plates over to Highslots.
*Charged weapon fire as in, Ion Pistols, Scrambler rifles. Not to be confused with railgun spool up time.

the movement and vert enhancement modules should be part of the kinetic catalyzer module
I had an idea for the armor rep per-very CPU intensive, it activates on its own 10 seconds after receiving damage and boosts repair by say 10/12/15 armor/second
