Curious how the weapons are going to stack up in Uprising 1.8 I've been consolidating what data I can find on them. I review the standard version of each weapon without adding proficiency, damage modules or modification for resistances. I also ignore special features of each as they are hard to compare. I've ordered the rankings in each section from best to worst.
Damage Per Second
This doesn't take into account the single shot nature of Scramblers or the burst fire of Combat Rifles. Its up to the user to maximize the damage from those weapons but this does give us a baseline of sorts. The fully automatic weapons come in last place but should be able to apply 100% of that damage once properly aimed.
Scrambler Rifle: 764.7 Combat Rifle: 540 Assault Rifle: 375 Rail Rifle: 361.5
Optimal Range
Despite having low DPS the Assault Rifle still has to fight within absolutely horrible range.
Scrambler Rifle: 65 Rail Rifle: 65 Combat Rifle: 55 Assault Rifle: 40
Damage per Magazine/Time Before Reload
With the Time-to-Kill going up how much damage you can apply before reloading becomes an interesting number. The Combat Rifle has the least damage potential per magazine but does have the quickest reloading time. The amount of damage a Scrambler Rifle has per magazine remains staggering. Those Amarr sure want to make sure nobody else is standing at the end of a fight.
Scrambler Rifle: 2925 / 3.8 Rail Rifle: 1974 / 5.5 Assault Rifle: 1800 / 4.8 Combat Rifle: 1458 / 2.7
The weapon to watch is still the Scrambler Rifle with the Combat and Rail Rifles fighting for the middle. Sorry, Assault Rifle, you are still the underdog.
Now, let's see how the two Submachine Guns stack up. Since some are saying the new Magsec beats the old Assault Rifle I'm including it for easy comparison.
Damage Per Second
A very close race with the new model taking a slight edge. Assault Rifle still holds up but just barely.
Assault Rifle: 375 Magsec SMG: 355.6 SMG: 350
Optimal Range
Here's where it gets interesting. The Magsec has much better reach and matches the Assault Rifle.
Assault Rifle: 40 Magsec: 40 SMG: 25
Damage per Magazine/Time Before Reload
In this category the weapons are close with the Assault Rifle barely holding its lead. The SMG has lost out in all three categories. The only thing makes it worth carrying as a backup weapon is lack of spool up. We'll have to see how sluggish the Magsec feels.
Assault Rifle: 1800 / 4.8 Magsec: 1728 / 4.9 SMG: 1680 / 4.8
Pistols are funny creatures to compare as they tend to have special uses but I'll rate them using the same categories as before.
Damage Per Second
For pure DPS the Scrambler retains the top spot but as you'll see later it is restricted by magazine size without skilling into it.
Scrambler Pistol: 533.3 Flaylock Pistol: 3437 (See, funny creature, limited to 495 per magazine so I'm putting it in second place) Bolt Pistol: 337.5 Ion Pistol: 312.5
Optimal Range
The Caldari are the kings of range and their pistol doesn't disappoint.
Bolt Pistol: 45 Flaylock Pistol: Unknown but 50 meters effective Scrambler Pistol: 30 Ion Pistol: 20
Damage per Magazine/Time Before Reload
The Bolt Pistol is going to be a beast among pistols. Once it starts firing it can likely take down most mediums and lighter. The Scrambler Pistol really shines with head shots but even with body shots can do nice damage. The Ion Pistol looks nice as well. In most cases the Flaylock won't be deliver full damage due to slow travel time, the need to predict the firing arc and generally using splash damage.
Bolt Pistol: 810 / 2.4 Ion Pistol: 600 / 1.9 Flaylock Pistol: 495 / 0.1 Scrambler Pistol: 480 / 0.8
Summary
The Assault Rifle is still in sad shape. With having the shortest range it really should absolutely decimate enemies in close quarters but it fails to deliver. In the hands of a skilled user the Scrambler Rifle can be the dominant weapon with both range, high charged shot and ability to just pound anyone in its way. The Combat and Rail Rifles seem to be in a good place and are effective.
In the SMG category the Magsec is the weapon to carry. Its fittings are somewhat higher than the old SMG but it makes up for it in range. However, it may fail to deliver to save you in a brutal fight with its need to spool up.
If you decide to carry a pistol then the Bolt Pistol has a lot to like. It has the highest power grid requirement but doesn't strain your CPU. The Scrambler Pistol is still worth using and the Ion Pistol may be an interesting choice if you don't mind the short range and want to test out the charged shot mode. Sorry, Flaylock, but you'll be going back into the weapon vault. I just find it too difficult to find the right situation to make you worth carrying. Maybe CCP Remnant can salvage you in a later release.

I'd like to also leave a note for the newer mercenaries among us. Each weapon has additional strengths and weaknesses to consider. Coming changes with dropsuits may also shift those one way or another. Finally, armor is very popular right now so the Rail Rifle and Combat Rifles will have an advantage when facing an armor heavy dropsuit.
