They said in the devblog why: TTK. All these nerfs aren't because any weapon was OP, they are there because CCP wants to make the TTK in general longer. A good move, because now fittings will be more important.

ScR is recieving a fairly light nerf compared to the RR and the CR. Remember, these guns are being shot back at you as well.
Honestly think you should be happy. ScR looks like, in relation to the other rifles, its even stronger than it is in 1.7. |

couldnt care less I just need a proper scope (i.e more zoom). Then I can actually place precise shots rather than spam the trigger for the win. |

Well that's CCP logic for you -- the "tactical" weapon specialist rifle, the ScR but puts an RDS on it, not even a Holo or ACOG.
