Basically, when activated, this equipment drains the entire shields reserve of the suits user to Flux the area around it.
The damage will be based on the amount of shields drained. 1 to 1 proportion.
The user of the equipment will get shields back proportionate to the shields destroyed from the enemy.
0.25x of the flux damage dealt will be converted into shields.
So say the user has 500 shields.
There are four enemy shield suits with 500 shields around the user of this equipment.
The user activates it, drains his entire shields reserve, and then gets 125 shields from each enemy suit.
As you can see, this equipment can really change the odds in your favor.
It's risky, as it drains your shields and any mistake will leave you fragile.
It's powerful as it can be a great room breacher.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

How exactly is it activated? is it deployed first then activated like REs? or does automatically activate after deployment like nanohives? is it a non-deployable like active scanner?

Non deployable.
