Come 1.8, recharge delays would be minimal. Two complex regulators and the net effect is 2.1 seconds off the delay. 2.1 seconds.
I think it's time to change the functionality.
What if regulators, once the recharge delay has passed, gave you a small HP boost instantly? Say a you're down to 20 health, recharge delay has passed, you have 3 regulators each giving you 40 HP? You will instantly gain 120 HP, allowing you to recover faster.
You would need to fully charge up your shields before this can take effect again, so if you take damage before your shields are fully charged after the regulators have done their thing, they will not work again this time.
Here are my suggested stats: STD: 32 HP restored - 40 with max skills ADV: 48 HP restored - 60 with max skills PRO: 64 HP restored - 80 with max skills
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I definitely agree that regulators in 1.7 are kinda "meh", and could use some love. I would like to see how TTK and other shield stats change in 1.8 before making suggestions one way or the other. |

Great proposal Cat. This definately adds a nice perk to make the regulators more unique.
