The lack of differentiation between types of gear is detrimental to said gear's role and existence.
A very short summary on my proposal will be provided below, for those who don't like reading. Further information will be provided below that.
Militia:
No skill bonus
Have militia versions of everything except vehicles
Militia equipment at more of a disadvantage
Basic:
Generalized versions of the specialized dropsuits
Price should be <= the price of specialized suits
Factional:
Factional gear should emphasize on faction's bonus
Remove the low SP cost

Militia
Militia gear in DUST 514 provide low cost gear with minimal efficiency. This is to allow new players to start somewhere, letting them learn how to use a certain item without investing to much in it. This is a solid idea. The problem is that it's not executed well.
In real life a militia is a group of non-professional fighters. These non-professional fighters are under-trained, compared to professional soldiers. We can apply this to DUST by exempting all militia gear from skill bonuses. This allows militia gear to further being pushed back to its role. Militia gear is for new players looking to learn how a certain item is used, and how it effects them in combat. Giving them a skill bonus doesn't help new players learn how to use a certain weapon or module. This also provides a firm separation between militia and standard. Given the option to choose either militia or standard, i'd choose militia because it's cheaper. This shouldn't be the case, especially if standard is supposed to be better than militia. If militia gear were exempted from skill bonuses, i'd definitely choose standard over militia.
As stated many times before, there needs to be militia variants of everything so new player can learn what certain items do. One thing that shouldn't have militia grade versions is vehicles. Vehicles should be for those who invested into them, otherwise we'd have matches with vehicles everywhere. This is what's happening right now. You'll find militia tanks in almost every match you go to. This is a problem. This nearly defeats the purpose of infantry, without the vehicle cap and high price, you'll see everyone in vehicles. If everyone in any military organization had the knowledge of how to operate a tank, and there government can supply an infinite amount of it, you'll see tanks everywhere. This shouldn't happen to DUST.
In an effort to reduce equipment spam and help those who actually invested SP, money, and time into equipment, we should give harsh penalties to MLT equipment. The main purpose of militia gear is to TEACH, not give a benefit to the team as much as other equipment does. The reason why we'd only do this with equipment is because, with or without equipment a player can still survive. We won't penalize weapons or dropsuits because that'd put new players at a disadvantage, same with modules. I'm proposing to severely limit the efficiency of equipment, uplinks can only spawn possibly 3 people, nanohives only have a very small amount of nanoclusters, rep tools rep at a decreased rate. Nanite injectors could possibly take longer to revive players.
Basic
Basic frames are near useless in DUST. The only reason people use basic frames is because they don't need to invest much SP into them. Factional and militia gear do the same.
Basic frames should be generalized versions of the specialized dropsuits. How can we do that? Simple, find the average stats of each dropsuit and slap that onto a basic frame. We can do the same with the slot layout. I'll provide an example of a Gallente medium basic frame.

The Basic Frame's price should also be <= the price of the specialized suits.
Factional
Factional gear is basically the same as basic frames, with a twist. It's bought with a different currency..
Factional gear should be gear that emphasizes on that faction's bonuses. For instance an Amarr Assault dropsuit would have an inate bonus to its skill's bonus, which is +5% reduction to laser weapon heat buildup.
Since factional gear would be able to do this, it makes no sense for them to not require the same amount of SP as the other 'normal' weapons. That'd defeat the purpose of basic frames.

y remove the low sp cost on lp gear now? they are supposed to be exactly like the aurum variants. why would anybody even try to get factional gear? and dont say its cuz they cost less isk. cuz they also cost lp. something more valuable and harder to obtain than isk, especially in amounts large enough to restock on a massive scale.

I would disagree about no Militia versions of Vehicles, and for the same reasons you stated about Dropsuits/Weapons, etc. New players espescially need the ability to "shop around", as it were, without having to invest SP into something just to try it out.
As an alternative, you might have it so that Militia Dropsuits and Vehicles can only fit Militia Mods/Weapons. If you want to use higher level gear have to use STD, or higher, level Dropsuits and Vehicles. STD, ADV, and PRO level Dropsuits and Vehicles would still be able to use Militia level gear (again, for the purpose of "shopping around"), but you would no longer have Militia level Dropsuits and Vehicles using PRO level gear. |

I think they should be differentiated by colors apart from their current differences. That's it.
Militia items should look worn down or shoddy so that you can actually SEE that it is worse than a basic frame. Factional items should look shiny and wear the colors and insignia of their current factions. Gold Amarr, bronze Minmatar, green Gallente, metallic blue Caldari. |
