All vehicles modules should shutdown when you have to many active you will have a cool down time and a module cool down time after that which will give you a weakness.

You've stated what you want but you've failed to state why you want it, from this I can only infer that you want tanks to be free kills. Most tanks run around with less than three active modules and when they need them they probably need all of them, your idea is pretty much a deterrent to fitting flexibility or the idea of module use for crisis situations.
I have to say this seems to be a(n intentionally?) poorly thought out idea.
This would also have a serious negative effect on all dropships. |

We've asked CCP for capacitors but they aren't listening.
If I can cycle three shield hardeners without any downtime, then why can't I run just one full time and use the other slots for shield extenders and/or damage amps (which would affect capacitor usage as well in addition to the hardener)?

I would definitely like to see the Heat Sink module in place, or introduced alongside other turret functionality modules, removing the need for the traditional 30% damage module.
Heat Sink to reduce Heat Build up, benefitting weapons like the Laser and the Blaster.
Zoom Amplification Modules, to increase zoom magnification, benefiting things like the Rail Rifle
Perhaps even Payload expansion modules that increase AoE, for such weapons.
