Because anyone who scores a kill against a player wearing a Basic Heavy or Sentinel suit will earn bonus 250 bonus SP (up to the same 750k SP cap) plus an ISK bounty based on the tier of the dropsuit (capped at 10 million ISK).

This has nothing to do with WP boosting, the last sentence refers to the rewards earned during the event
