Reasoning:
1. Railguns use large projectiles accelerated to extremely high velocities. This causes kinetic damage, which is better against armor.
2. Railguns are Caldari tech, it makes no sense they would make their weapons good against their own shields and not against their mortal enemies armor.
3. Rail rifles and forge guns are both -10%/+10% so this will bring all rail tech in line with each other.
Best PVE idea I've seen.

TTK is low enough. doing this will make it even lower considerjng the only way to increase TTK is armor.
and by saying 'bump', you are in violation of the topic posting rules i do believe.

You're first point is wrong; adding an extra hardener, being in the red line, and not getting hit increases can all increase TTK. Also, against a shield tank, switching the damage profile to -10/+10 would increase the TTK for that vehicle.
You are right about the last point though, congrats. |

Try missile turrets... +1 to the original topic, by the way. Would also make sense due to the fact that armour tanks have more armour than shield tanks have shields, not counting hardeners
