I don't do PC because I enjoy the randomness of pubs and the difficulties that come with it and I am a bad shot. I haven't benefited from PC in any way and I stand to lose nothing from it.
I would like to see districts work more like the sovereignty mechanic in EVE. I realize that this isn't EVE. The concept should be around the same, I am not familiar with sov mechanics or PC enough know the exact minutia so I am sorry for borking it up.
I thought this up because I want PC to be bragging rights that pays well. I also think that if you hold a PC district then you should have to work for the ISK that it generates.
Each district has a 26 hour cycle. 26 hours rotates the cycle so that one time zone can't capitalize. Each cycle is divided in to four 15 minute battles worth one point each.
26 cycles * 4 points per cycle = 104 points and add one point to the defenders to make it 105 points per cycle. The first defender gets the 105 and receives all bonuses till the district goes into contested mode. A district is contested when the defender reaches 78 points. Each 15 minute battle would be worth one point and that point would be deducted from the 105 starting points. If four battles are lost in one hour the the Defend Points (DP) will drop from 105 to 101.
When the DP dropped to 78 -it would take less then seven hours if ever battle was won- the district would be contested starts a 24 hour timer, if the timer times out before the DP is at least 65 then the district is open. All production stops at the district once it hits the 24 hour timer.
Once the district is open the first corp to hit 10 points captures the district. The points are kept by the district being captured and a corp would have to hold the district for 2.5 hours straight to have 10 points. Example: Corp One fights for two hours and wins all 8 points and in the last battle Corp A wins the points kept by the district would be reset and Corp A would have one point. Production would start back on the district and the district would be locked until the DP was raised back to 105. The district would gain four points per hour.
At 105 points the district would unlock and could be attacked by any corp who buys a clone pack. The district would produce till the DP was down to 78. Winning battles would add DP to the district and stop attackers from putting the district into contested mode. This would force PC holders to constantly fight to hold the district or give it up and then anyone who wants it would only be able to own the district if they could hold it for 2.5 hours straight.

I like the idea of having a window timer that you can adjust. Start it at 8hrs (upgradable to 12hrs, similar to changing infrasture now).
The battles spin up within an hour of the attack.
Instead of passive isk generation from excess clone sales the payouts would come from battles. Defending a district successfully multiple times would lead to an incrementally increasing multiplier leading to big payouts as long as you hold the district. Attacks would have the highest multiplier.
Clone packs would only be for corps that do not hold districts.

So, a 2 and a half hour lobby battle?
Not saying the rest is bad, it seems really good actually, but how will fighting take place? 16v16 for over 2.5 h seems like it would get boring, and like it wouldn't end soon enough if one team gets redlined and just quits the match without surrendering. And of course, your playing a game for 2.5 hours.
In EVE, its not a huge problem because you can leave and just let your ship pew pew at that titan with its modules on permanently (if you can set it up good) or use a passive fit and go and chill with your friends.

It would be 10 battles but you a corp would have to have a team there that could hold the district for two and a half hours. It could be different squads and teams but only one corp cold have the district. Other than that all we have to do is attack ourselves to hold whatever we want.
