I have level 3 gal scout suit and level 5 in range amp, i've stacked a couple of complex range amp and a precision enhacer to see how it works.
My scan range should be 16*1.3*1.5*1.45*1.45=65 meters more or less (if there is no stacking penalty - never confirmed or denied by CCP)
These are the facts, the first problem i've found are X and Y axis, the passive scan works well on X axis while on Y axis it has some problems. I was in a map with that structures that looks like water tanks, there were some drop uplinks over, those water tanks are clearly lowest than 65 meters but it was very difficult to "see" all the uplinks that were over.
The second problem is a visual problem, equipments and players are of the same tone of red, when there are a lot of equipments (very often) the minimap looks like a red blob, can you show the players in a dark red tone and the equipments in a light red tone?

I believe anything that is a percentage bonus (+/- X%) has a stacking penalty.
If you really wanted to, you could test the range of the passive scanner by turning your back to (so that the scanner will not pick it up from anything from "visual range" but rather, only from scanning) an enemy supply depot (or other structure, but a supply depot is typically the least dangerous) and walk away from it until it falls off your radar. You can then turn around and point your weapon at it and find the exact distance at which this happens(at the bottom of your screen), and blammo, you now know everything you wanted to. (When you put your weapon cursor on something, it shows your range to that item).

Stacking penalty does apply to Range Amps, so you'll have aScan Radius of 62.929m so you weren't that far off).
Other than that, I've experienced the same things. |

The other 2 points are important. 1. Y axis passive scan (doesn't seem to work properly) 2. Red blob on the minimap equip+players (hardly readable)

For clarification, I think you're referring to the 'Y' axis when you mean the 'Z' axis
