Stop for a second and count how many amarrian things are in game. Laser rifle, ScR, ScP, uplinks. There ya go, carthum is decently represented. The problem isn't not enough carthum, it is not anywhere near enough amarrian items in-game. While there is no better place to be wealthy than the Gallente Federation, there is no hell worse for the poor either.
