Make Corps Pay Rent for each District they own ...
Similar to Renting Offices in EVE.
Starting Rent for each District Office (one office per District) on a planet would be 50 Mil ISK.
The District Office price changes daily (at downtime) based on the number of free offices on the Planet. If no offices are free, the price goes up by 5%; if one office is free, the price stays the same; if more than one office is free, the price drops - 5%.
When you Conquer a District the rental fee is taken out of your corporation's wallet, and a bill for the next period is issued.
To unrent an office you open your corporation menu and you have a Unrent office button. When you click that and press Accept on the confirm window, you will no longer have an office at that District and no longer own the District. The slot you had is then made publicly available. You can also unrent an office by not paying the bill.
In the future CCP can Add a Corporation Armory to the Planetary District Office which would allow your Corp to Store Items for the Corp members to equip for PC Battles in that District (once player trading/market opens).
If you lose a District Office where your corporation has items, such as by forgetting to pay the bill or by unrenting the office, the items will be impounded. The CEO or directors of your corporation will have to press the Corp Armory button in the Corporation menu to get the items back. This costs 50% of the rental amount and drops the impounded items into their personal inventory. You must have office rental rights in the Corporation in order to be allowed to use this feature, if the District is owned by a hostile entity you may be unable to release impounded items.

Currently Corps have nothing to spend ISK on, and they can profit from District Locking, so they end up just hoarding Billions of ISK. This is a problem because Corps can fund their players with nearly unlimited amounts of PROTO gear to use in Public and FW matches against newer players who haven't earned enough SP to field such gear and cause Huge match imbalances; also it will be a problem when (if?) the Player Market opens, Corps will have Billions of ISK in reserve and with nothing else to spend it on the Major Corps can corner the market and imbalance the economy.
Charging Rent for Districts will alleviate the problem by making a mechanic where Corps will Have to spend ISK in order to hold their Districts, thereby providing a necessary outlet for the Corp ISK hoard. With Rent Prices varying due to availability, the system will be self leveling - when corps cannot earn enough to pay the rent they will have to vacate and another Corp can rent the District ... if District rent is so high that no Corp will rent one, then the prices will drop automatically over time based on the number of empty Districts.
In the Future CCP can also add ways for Districts to earn ISK for the Corp directly; like mining resources for income, or Manufacturing Items to sell on EVE/DUST

This solution goes further than JUST fixing district locking profiting ... it will also help stabilize the DUST Economy as a whole. Sometimes the BEST solution to a simple problem is a Broader thinking Solution.
