Fairly certain it is quicker than that, 90% of the time I am in a MinLogi of some form or another and I have Systems Hacking 5 with 5's in both MinMed and MinLogi.
It is fast enough that it is very noticeable, even with only 1 Complex Codebreaker fitted. I probably did my maths wrong, but when I was originally figuring out if I wanted to go Systems Hacking 5 I did it.
IIRC, Base time is 10 seconds
-25% for MinLogi 5 so we're down to 7.5 seconds.
-25% for Systems Hacking 5 so we're down to 5.625
If you add 1 Complex Codebreaker, it drops to 4.218
If my maths are wrong, feel free to correct me.

A minscout has a 1.1 hacking speed. With 5 in minscout it is =1.375. With 5 in the hacking speed skill it is=1.718

Also: what if I add a codebreacker? When doing the maths, just remember that it's an increase to hack speed, rather than a reduction to hack time. So +50% means a 10s hack becomes 6.7s, not 5s.
