False, after testing, they determined they couldn't keep track of vehicle kills by Heavy Weapons, and the points were put into the general kill pool.

Pretty much no scouts use the Basic Frame. Not the same thing. Better to do it this way. Makes it more accessible, anyway. IMO CCP should've done Shinobi this way too. Forge on for great justice! Yes, it changed because they couldn't properly track vehicle kills IIRC, so they just stuck the 250k for vehicles into the other cap.
