Don't put an armor plate/repair module in your low slot.
You are a black sheep, more hp then medium frames but inherently weaker than all other heavies. Against a standard heavy/sentinel your best bet is to get the drop on them first.
So:
Instead try out a militia profile dampener, you will be invisible to 99% of enemy heavy radars and will be able to preemptively attack/kill many more than usual (play/flank like a fat ninja).
Works like a charm and should run you about 3000 isk total.

Hmmm... the problem I see really with that is the 10m scan range there really isn't any point unless your in a strange Mexican like stand-off with you and your enemy stood on opposite sides of the same wall.

Kincat is the way to go.
If you're worried about your KDR you're not going to hit the cap.

Agreed Kincats are great too, same concept, beating other heavys through different terms instead of loosing an hp stacking battle.
