They have hinted to mid March, and that they release patch notes about 1 wk prior to patch so... Never. |

Mid March release date, patch notes will fall a week before that. Dev blogs by the end of next week, most likely.

OK, time for a dose of realism.
They just concluded the discussion about what they're implementing in 1.8
Now they're going to spend 2-3 weeks in wrapping those projects up and doing their minimal testing.
Once the content is locked, they'll spend another week reviewing what went into the patch, because they can't remember everything they've changed, and making notes to base their department's Dev blog on.
So, Dev blogs around the 20th if the patch is the 25th.

Nope.
Just because CCP says they will release the patch does not mean they will. Or that it will include anything like they said it would.
Late March maybe, and that is if they push back racial parity.
