Read about this so many times on the forums and finally managed to get a video of it. Incidentally, I was trying to record another weird occurrence of a Rail Rifle firing through walls (I mean legitimately, tracer rounds passing through the walls to kill me xD)
Stamina goes down and it's a sudden change in speed, slowing to a crawl. Might be related to the sprint-fire bug but it certainly felt like I was going slower whenever I was being shot.

Yes, this is irritating and it's not just the scout suit.

This is called "stun-locking". It was introduced as a mechanic (i think) back when the strafe speed on suits was at an all-time high, to work towards 'balance' for scouts. If it was a mechanic, it was supposed to be fixed when the strafe speed was lowered.
But yea, it's super frustrating. Thankfully, a Scout doesn't live long enough VS. most weapons to notice it anyways! :D
EDIT: Also, watching the timing on that video, you actually encountered the fire-sprint bug. Although stun-locking definitely is a thing.

Stun-locking needed to be taken out when they fixed hit detection and implemented aim assist (this isn't meant to start another debate on aim assist, btw)

I'd just like to point out the fact that these bugs have names. They're notorious enough to be named, but CCP still hasn't done anything about it.
And I tank my scout, thank you. Assault suits are too slow. Any bugs or glitches that mess with my speed are a problem to me.
