Biotics Lvl 5 with a basic kin and enhanced reg helps me close that gap real quick. Use them, highly recommended.

Cardiac regulators are more important than kinetic catalyzers. Having more stamina, and running longer, is underrated. Speed tanking has not been effective for a long time.

Hmm interesting im trying to come up with a way to build a amarr scout.Weapon choices laser rifle or scrambler pistol,lows endurance mods,highs dmg mods? rechargers/energizers?,equipment re's or uplinks. opinion on this?

I just said I don't speed tank, but speed is EXTREMELY important, as much as damps. Whats the point of evading scanners if you cant move fast enough to take them out?

In answer to your original question, I would think that cardiac regulator wouldn't be so beneficial to Amarr scout since it's got the built-in bonus.
And laser rifle on a scout? That negates the stealth.

Also the fact that you basically oneshot yourself upon overheat.
LR is not a scout's weapon.
Happily printing ISK with permahardeners and MLT blasters.
Just let me get a couple mil more before nerf, CCP!

I use my cardiacs + codebreakers + uplinks to sprint to the enemy home point and raise hell. I would use a LAV but then they would just see me coming and that not good for a scout.

Also, don't forget to get that core skill up as well; 'Dropsuit biotic upgrades'. It gives you +1% to sprint speed, stamina and stamina recovery. Might not sound a lot, but you can feel the difference in all your suits.

Stamina is really only viable on the Gal scout because they have 4 low slots where as Minjas are almost forced to use up both of their low slots with complex kin cats. It would be slightly detrimental for a Minja to put stamina mods on their fits until 1.8 when the proto suit get 3 slots and it will become viable.
