This is a matter of opinion and please do not care about what others may say.
It's dead. Most think that it'll be fixed if they fix the locking mechanic. But it'll still be home to a VERY small percentage of Dust players. Of that small percentage an even smaller percentage is able to dominate due to weird mechanics that favor small groups (24-48 hour timers).
PC runs far more people off than it attracts and that's a problem. The mechanics should change to allow the big dogs to eat but not allow them to dominate 50% of the map.

This is so much bullshit. The ISK sink for who??
The vast majority of the playerbase runs battle to battle much in a way someone goes paycheck to paycheck. Most people have no interest in running BPOs 24/7 and very, very few people participate in PC with any success.
This myth of an ISK sync is honestly what makes pubs suck so bad. Having a FPS that makes people watch their wallet from battle to battle is silly. Perhaps they can go back to this model once there are some other ways for people to grind ISK.
90% of pub matches are over in minutes because one group's blueberries throw in the towel at the first sign of trouble. I can't think of any other reason (besides tank spam) other than ISK conservation.
ISK sinks are already here, it's called losing 5-10 non-milita suits trying to win a match and watching your profit go away.
There are people biomassing clones, boosting in other servers, and AFKing to get ISK. Let's put this ISK sink myth to bed. Certainly there are players that could use one, but if we are going to ignore PC because it only involves a small portion of the playerbase then WHY would we be concerned about an ISK sink for probably an even smaller portion of the player base?

I guess that could be the case, but a lot of these guys are going 1-6 and giving up.
What is the difference between 1-6 and 3-18? One guy is in theory going to get better at some point.

This is a big part of it, and it's a part that many of the elite corps don't recognize.
CCP has to sit down and think of ways to make winning attacks and defending districts the path to riches, not holding a bunch of land.
If CCP can't find a way to open up PC to more players or feels that they need to keep it so highly competitive they need to roll out team deploy ASAP. It's holding back the game.
I'm becoming worn out from pub matches and crap blueberries that give up after one unsuccessful push on an objective. Really in general I'm tired of relying on players I have nothing to do with for 95% of my Dust playing time.
The lack of team deploy is a bigger issue than a lack of PVE in my opinion. PVE doesn't do anything to raise the skill level of Dust overall.
