This is easily as big a change as the vehicle revamp, and it affects a far larger number of players, directly.
I'm all about permanence and having our choices matter, but this is not a simple tweak. This is an enormous change and a full infantry skill refund is in order because of it.
For example, I specced caldari logi, shield regulators, AND armor plates because it had a passive armor rep built-in and a bonus to shield extenders. Now, I do not have any reason to equip armor plates in 1.8 and regulators are useless without the bonus that the callogi gets (25% complex mods)
Sure, I have all kinds of proto equipment, but why bother speccing anything other than nanohives when other logi suits do it better.
Or, shall we consider the absurd Caldari assault bonus - rapid reload; REALLY!? Why would I want a rapid reload on long range weapons!? Maybe the Mag-Sec SMG would benefit, but it stops there.
Or, we can consider racial parity for scouts and heavies- until now, if you wanted to be a heavy, your choices were limited. You could either save your SP since Chromosome until 1.8 and run militia frames, or wait until 1.8. The Caldari heavy looks amazing and I don't think most Amarr heavies are going to choose shield extenders over damage mods, so they may have not specced shields, and will have to spend well over 3 mil SP to use the cal heavy with extenders.
Also consider how the HMG and the Amarr Sentinel are a terrible combination. It is a Minmitar weapon- huge magazine size, high DPS, and extreme dispersion- it needs to get in close to be effective- no suit is slower than the Amarr heavy and, contrary to popular belief, the HMG will never reach its full potential in a suit that cannot close distance fast enough.
That also applies to the forge gun; the Amarr suits lack the high slots to stack damage mods in the true Caldari fashion and forges suffer because of it.
Scouts are also to be considered- huge change. All stealth, intel, and biotic mods are linked to specific suits so not speccing those mods because of previous bonuses is not a bad decision, but a good one AT THE TIME. Punishing players for playing the current meta is bad practice.
That can be extended to assault suits, again, whose bonuses only apply to a specific racial weapon (like in Eve). No, a Caldari suit with a Duvolle AR will never, ever be as good as an Amarr suit with a Duvolle AR, and so on. The new bonuses force players in a certain race (not disagreeing- it is cool, actually), but it changes EVERYTHING infantry. No module, skill, weapon, or suit is not affected and not deserving of an SP refund.
TL;DR: I saved up for 5 years to buy a sports car. I loved it. I bought all accessories specific to that car, basically building it up from its stock form. Then 4 months later, I walked into my garage and it was a pickup truck- a good truck, but not a sports car. All the accessories for it had remained the same, but they no longer worked with my new vehicle, and therefore, was a waste of money.
