The idea behind the cloak is to help scouts move from A to B over open spaces - the vulnerability that is game breaking for scouts right now. Cloaks are not meant for ninja kills, you gotta use skills for that, which is perfect. I doubt CCP would make it completely invisible, thus this speculation was made. Wouldn't it be OP if it was?
