Too many times I have died because I fall off a ledge after taking damage from gunfire, yet the height wasn't high enough for the inertia dampener indicator to appear. Giving the scouts the ability to roll after falling or jumping off a semi-high area would substantially improve freedom of mobility without taking serious damage and give scouts more options to escape from enemy fire.

Giving scouts and assaults the ability to roll in and out of cover would be awesome too. I thought that is what the OP meant when I saw the topic. 'guess it could work for falling or cover though... |

Probably wont happen, because it's resource intensive to make the change. They'd have to pay someone to spend HOURS doing new character animations. And now for FOUR different scout suits??? (wel, okay maybe just one, since they probably use the same skele. But still..) And then they'd need artistic signoff from the director, and possibly consider new collision patterns/problems, and.... and....
Potentialy huge mess. (AKA "not going to happen") -
How about a compromise that would help everyone?
Rate current behaviour as a bug, and have suits autoadjust their internal parameters so that inertial dampener comes as an option any time there is enough fall space to take away the suit's full shields... whatever that individual suit's shields may be.
Easy to do, because its just a code change, and should be a relatively small code change at that.
Or heck, just do the sensible and eaiser thing: make a global change so that everyone gets the option for an inertial dampener when there's more than 10m fall.
It makes no sense that a lifesaving technology like that.... that has to be manually triggered!!.. wouldnt have the trigger available more. If it autotriggered, that's one thing. But since we have to manually press X to trigger... current behaviour is stupid.

I'd prefer to just see falling damage changed. Either make it a percentage based on total HP or giving scouts lowered fall damage.

I'd rather falling damage be drastically reduced, so that falling 2m does no damage at all and 5m is barely a scratch and that's for all dropsuits. It makes zero sense that these battle hardened suits take damage from such small heights that any normal human could take without even any armor on at all.
Dedicated sidearm scout - Watch out for that headshot
