Webifiers are a Minmatar thing, not Amarr. Amarr does tracking disruption and energy drain/vampire.
That said, I see this coming in two forms.
Grenade: Toss it and where ever it lands it creates a temporary disruption field that slows anybody caught in it. Lasts maybe 5 seconds, it most of a breach-and-clear weapon for holding down opponents or a stop-gap measure against vehicles.
Equipment: A rather large piece of equipment with a long setup duration that leaves you vulnerable (probably like 3-4 seconds), this prevents it from being overly useful vs infantry unless they fail to notice it but it's large area of effect and duration makes it very potent against vehicles. |

I don't think tracking disruption would work on infantry well, I would see it more as something that increase shot dispersion thus making it harder to apply DPS. The Amarr can't move (webifier) but Minmatar can't hit him (shot dispersion).
The Minmatar like skirmish warfare so I would see them using webifiers more as traps or quick effects to gain the upper hand. The Amarr are the opposite of the Minmatar so they do information warfare (defensive), therefore I would see them using Disruption Fields as more of a deployable defense equipment. Not quite a shield as much as a deflector.
Energy neutralizer/vampire could work well on vehicles (stealing cool down to hasten your own or making active modules last less time) but on infantry it's a bit harder. Messing with stamina makes sense but offers limited tactical advantage vs Minmatar target painters. Perhaps make it have a large area of effect, useful for slowing down those jumping/sprinting scouts before they get to you?
The Minmatar target painter I could see as an equipment that tags a single enemy but has a long visibility duration and allows the entire team to see them. You have to have your painter on them for at least 3 seconds for it to tag them. |
