The Minnie assault affects Minnie weapons only.
Want to know if something in Minmatar? Look to see if it's proto version is made by Boundless Creation or Core Complexion.
And @ King Checkmate, it's "Minmatar Explosive Weapons," which means not the Swarm Launcher.
You can hold 6 REs in your hand at lvl 5 Assault, though.
