I know everyone is probably sick to death of seeing this kind of crap pop up, but I do sincerely believe I have found the solution to all it's problems. What I see Kane Spero is trying to do is he's trying to save a dying forest, (the forest comparison will make sense in time) face it, PFC is a decaying farmville, no two ways of getting around it. So my idea is simple, burn it to the ground.
get all of the heavy hitter corps to go in and take over every single piece of land. Afterwards, start scouting out the corps worth a crap and rebuild it from the ground up,this will effectively replace the corps that call in excessive ringers, alliance members or just plain crybabies and rulebreakers. PFC right now should be set to the flame, it's like a forest, the forest will get scarred from the initial damage, but it'll revitalize itself.
Advantages of taking this route:
The newer corps that are there will learn to appreciate what they have and use PFC for it's intended purpose.
Corps that deserve a spot on PFC for training will have a better chance of getting land.
There will be less corps who rule break.
It'll give me a chance to vent all my pent up anger on the new guys.
Another thing to consider is making a corp specifically dedicated to the policing of PFC, and I do believe Kane's idea of isk donations (taxes, extortion, whatever you want to call it) would work with these people. And let's face it, you're going to have to fork over some cash anyway, because no one would join that corp in a million years without money involved.

Good luck organizing all the corps to make this work Lol
Just making corps fork over ONE GUY has been a huge headache. LOL |

I guess getting a corp set to policing PFC would be a little ridiculous, it was only a theory on my part. I do actually believe that burning PFC would be best though.
