No. that is not the proper reason for a respec. they do not exist as a reward or enticement they are there to make it fair for players who specced into something that later got drastically changed by CCP.

As much as I'd love a respec (so much wasted SP when I started), the side effect is that it rewards FotM chasing, and if they started doing it every time some stats changed it would end up punishing those who stick with a specific role or build around a style.
The vehicle respec was due to the tree completely changing. They couldn't leave it as it was.
If they did an overhaul of the Weapons or Dropsuit Command Tree then that would be necessary.
Like if now all Racial weapons were separated, first you spec into Gal weapons, then you spec into Heavy, Light, Sidearm, then the specific weapons within that. That would require a respec.
I would actually really like that to happen when everything is out. That way I could run all Gallente all the time and effectively be rewarded for it, by that requiring less SP as I've only unlocked one branch. And makes taking OP weapon from Race A and Pairing it with OP suit from Race B a more expensive SP sink. |

im am currently on hiatus and checking the mini patches as they come out, i have not played since like october.
i'll tell you a two things that would really bring me back in a heartbeat
->full content roll out, all the missing stuff
->PVE in any form, even if its just a simplified early version |

At this point, this has to be CCP's plan. They have new blood higher up, looking for drastic change to this title. PS3 is a dead platform, and this game is currently just a lobby shooter. But they can't halfass a rebranding effort. It needs to be grandiose and impressive to make people forget that DUST had any problems to begin with.
If I had to put money on it: CCP will use PS3 for 18ish more months. They will want to wring out the kinks in PvE, Player Market, Planetary Conquest, and any new game modes, etc, etc... Then at 2015 FanFest they will announce DUST is porting to PS4 and/or PC. By Dec 2015 the game will have a second release in order to reinvigorate player support.
Keeping it on the PS3 with little to no content is leaving it to wither on the vine. CCP seems to want this game to succeed, so they have to know it's not going to survive very much longer the way it is. |

using dust on ps3 as a gameplay beta and laboratory for ps4 dust?
that sounds rather cool actually, i'd be totally ok with that.
sort of like the old game designer trick; turn your game into a board game and make pieces out of paper, then play it to see if its even any fun

Players who left a while ago would have millions of unspent passive SP, so have no need of a respec - how exactly would that bring them back?
What will bring people back is new stuff and things and content and game modes and MMO style freedom and all the things they gave up hope when the promises ended up being endless...
And for the record I'm for a one off respec for 1.8.
