It is his responsibility and privilege to tell PFC District owners what they can and can't do. If they refuse to obey him, they risk losing their district.
Though he is engaged in law enforcement, he doesn't see that as his primary role. He is an educator, mentor, friend, and surrogate parent to the PFC district owners.
Sadly, too many district owners these days are drawn into unhealthy activities like locking districts and petitioning him for harassment. He may be a dreamer, but he's also a level-headed pragmatist. He knows what it will take to rehabilitate these PFC district owners and mold them into proper citizens of New Eden. It's going to take a lot of patience and hard work.
Thankfully, he is not the only dreamer out there. Many share his vision of a better future for PFC. Perhaps you do, too. I hope you'll support his work and encourage others to join him. And maybe he'll even see you on PFC or future NF owned space.

I think you guys are mistaking me for a PFC District Owner or someone who cares about PFC, personally if Kane has the ability to exploit people I'm all for it. The same thing happens in EVE and I do it all the time, just on a smaller scale.
I just thought it was funny how much his business model closely resembles that of James 315. I should have mentioned that everything above was paraphrased from Jame's website and meant as satire.

That won't work as most of the time your battlefield is locked, don't forget that. can't use your protogear on locked ground

For starting corps, this is what it comes down to? The continued corruption of PFC? See the thing is, when you drink too much of the rum, you start believing your own BS.
This stuff is hilarious!!! How come it couldn't be done in good favor? For what PFC is supposed to be, now corps have to pay so they won't be attacked by elite corps, yet its planetary fight club and if a corp did attack a PFC'ing corp, they should be met with punishment because its...a PC training system? Yet to acquire these training sessions, now these corps must pay taxes or be threatened with the attack of a corp? And because of this new system, if Kain puts the word out a corp hasn't paid, then the "goons" will come out and attack for the lulz?? And you say that's fair???

So then, the other policing forces charged? Oh no because they were farming their own PCs. It's a hustle. I don't see why you have to pay for protection when the first rule by PFC was that it was avenue of training for corps. That, the "common law" of attacking these training corps were frowned upon naturally and natural law would prevail.
So if they have to pay for clone packs, arrange fights AND pay for protection...then why do we have PFC? How about we just scrap throw whole thing because I don't see the point. It's still punishing players who don't have the PC experience.

Michael, the other policing forces were unmotivated, demeaning, and generally trashy. They did a poor job, because they were preoccupied with their own issues, and didn't give a crud about PFC, since it was costing them a ton of money for absolutely no benefit.
