Keep academy open and available to all players who made a character within the last month
Also track IP addresses to prevent people who have made characters earlier from entering academy with any new characters.
New players should have the option to play outside of academy should they choose but should be able to play all game modes in academy until matchmaking is fixed to the point where they actually have a chance of contributing to a match outside of academy.
Until matchmaking is fixed, you got a better idea?

Or, to make it more simple, just increase the war point cap, and add a time limit, and when I say increase the war point cap I mean bring it to like 100,000 WP, 100k or 2 months since player activation, whichever comes first.
Yes this will cause people to fight veteran players with alts more often but at least it's better than fighting the same people with proto gear. and millions of skill points.

I have come to feel that 'Match Making' is impossible to 'fix' until we have many more players in Dust than what we have is currently available.
Mind you, Team Balancing would be a much better way to address this currently (even one as simple as balancing player count/squad count.
The way matchmaking is described on the forums sounds like something that is impossible to see any benefits from until Dust's active player count is much higher.
The most OP weapon on the Dust Battle Field:
One good logi, one rep tool, and a heavy.

I don't see why something can't be done, I've heard great ideas like different "difficulties" of matches, separate rooms in terms of basic, advanced, and prototype, in basic rooms, only basic and militia suits are allowed, anything goes in terms of modules, in advanced matches, everything but prototype suits are allowed, in prototype, anything goes, give different payouts for each type of match.
Something like this would at least allow SOME kind of separation.

That's the kind of thing that was present in the leveling system of MGO, basically wiping the floor with lower level players gained you nothing, but if those players kick your ass then they gain alot and you lose alot.
This works beautifully...if protostompers actually cared about money.
Alot of people who protostomp in pub matches don't do it because it's profitable they do it because it's easy and they don't care about burning cash because things like corp tax line their wallets and fund their gold plated suit bling.
