Weapon balance how it should work in my head. Variants not included. Prototype stats only.
Rifles
AR
Damage: 34.3
ROF: 850
DPS: 485.9, Old DPS 467 3.8% buff
Range: 48
CR
Damage: 35.2
ROF: 1000
DPS: 0-586, on average I can pull around a RoF of 900 without lag.
Range: 66
SCR
Damage: 79.2
ROF: 500
DPS: 0-660 (DPS remains high because of overheat)
Range: 78
RR
Damage: 60.5
ROF: 388
DPS: 391.2, Old DPS 465 15% reduction in DPS
Range: 78
Sniper rifle
Range: 250 (currently has a range of infinite)
Laser rifle
Never used it
Sidearms
Ion pistol
Damage: 65.5

These ideas are terrible (just returning the favor).
Why would you change the Scrambler Pistol AT ALL? It is perfectly balanced as is.

Read my reply to see why I wrote that, optimal range of the AR is 48 not 60, based on that what you wrote would be a nerf to the AR by placing its range at 30.
To balance it with other pistols, it still remains as the highest DPS pistol.
Because the CR is a burst weapon so achieving optimal DPS is difficult and it's DPS will mostly remain under the AR unless you have a turbo controller but I am ignoring that.
Armor and Shields are not the same!

Pushing R1 five times per second isn't difficult, unless you have something wrong with your hands. Most people are capable of 6-7 button pushes at a sustained rate for an extended period of time. Achieving maximum DPS with the CR can already be done by most people. This is no excuse for a DPS so high...

CR jams if you spam R1 you have to hit it at exactly the right time or it won't shoot and delay your shots. Anybody can spam R1 but not everybod can tap it at exactly the right time.
