Seriously, some of the most fun I've had.
Fit: IWS LAV BPO: Militia Shield Booster, Enhanced shield hardener, Militia rail ammo, militia small rail turret
'Dren' Heavy: Militia forge, militia SMG, militia locus, 2x militia shield ex, militia armor plate and repairer
Total cost: ~25k a pop.
Spent the last few games tonight just messing around with this and was surprised how effective it was. Average kills was about 10 and deaths was about 2 (best was 17-1 iirc). Though they glitch sometimes (one minute I'm headshotting a scout as it runs 100m away, the next I can't hit an LAV 25m away), small rails are pinpoint accurate out to about 250m and deal about 290 damage a shot! I'm 2 shotting most med suits and even putting some pressure on vehicles (I took out a damaged Sica and an unhardened Python in one match! Sica was driving away with very little armor left, I caught up and finished it off; I have no idea what the Python was doing, but it let me take it's shield off, cool down, then finish off its armor. ).
Tanks are a bit of an issue, but with the mods I use I can tank most blasters with just a hardener and survive 3ish rails after a boost, speeding away to safety (it's those darn rail installations that get me the most Remove AI!). The new shield reps work great, though I wish they'd fix the bug when using a booster and taking damage. I don't even need to worry about infantry, since I can dodge sniper fire with health to spare, and if anyone gets too close, I just drive back 100m and snipe them.
One issue I've been having is the turret pointing where I was last looking when I switch seats, though I'm not sure how to fix it. I've considered resetting the turret back to face the front, though I'd like to be able to preset the turret in a certain direction. At the least, I'd appreciate if the turret would continue to face the direction it's aiming when no one is manning it, just to remind the driver.
I wouldn't suggest skilling high into LAVs or rails just for this. It's fun and all, but the chance to lose so much ISK is too great, especially with all the tanks around (including friendlies!). I wouldn't use past ADV rails at the most as proto are only slightly better against dropsuits (only to be used against vehicles, but you shouldn't be doing that alone anyway), same reason damage mods are a waste where tank would be better. My bro uses the armor LAVs and says they work great as well, though I can't speak for them.
Overall, they're a delight to run, though I wouldn't consider running them seriously. Sit 100m off in an open space (moving occasionally to dodge sniper fire) and let loose a hail of shots. From what I remember of small rails pre-1.7, these are a major step up, so kudos to CCP (though there are still some bugs to work out).

I recommend hitting up LAV Research (it's a channel) and hanging with us We were doing it before it was cool.
However I can't say that the current 20 GJ railgun was the route I was expecting. It's more anti infantry currently and more viable than the blaster at that, and it can perform light AV semi-competently. However getting a HAV with them requires a lot of dedication which I would expect but even with just one undedicated railgun you can barely scratch the surface of HAVs which I think is a little underwhelming. To have one 20 GJ railgun prove a nuisance to an HAV, nothing more nothing less, is how I would like to see it.

They seem to take shield tanks w/o hardeners pretty well, armor tanks tend to out repair them, even without hardeners. They do do well against LAVs and dropships (to an extent, until they fly away), and they should do well against infantry because they're the only viable turret for LAVs. It's pretty their only viable combative use that I've found.

As for matari weaponry, I see an auto-cannon being as effective as blasters currently are (that is, not at all), though a 'howitzer' type turret would be interesting, perhaps putting a dent into armor tanks.

Your turret has a tendency to reorient itself to North on the Map. Not sure why, or how often it does this but that's something to keep in mind. Methana's are in a waaay better place when it comes to enemy HAV's on the field because they can tank about two shots without a hardener and still get away. If you do decide to join us in channel, you'll have plenty of fun.

It does do this, but just in an unconventional way. The turret (typically speaking though it can be reset sometimes when switching while under enemy fire) always faces the cardinal direction that it was last positioned in. So if you had your turret facing South and you jump back in the drivers seat, the next time you get in the turret will have you facing South again.

No, typically the turret will START OUT pointing North but will be oriented towards whatever cardinal direction you last had it on. When the turret itself RESETS due to whatever glitch is causing that to happen it actually starts facing the front of the vehicle.

edit: also i have basic lavs and railguns and i agree they are fun and i like driving around and switching to the gunner seat to pester people.
